The fact that is has been formerly used to download porn does not automatically mean it has been corrupted and not worthy of use. This way the bank does no give an authentication certificate to the computer, and thus if the computer was accessed remotely or compromised in some way there would not be easy log on access to the account
I was thinking what if ones PC was infected with a key logger? If the home PC was "indicated" as a public computer it would keep the PC from being authenticated and thus avoiding some of the security questions.

I thought indicating it as a public computer was safer too. It would require me to answer a few more security questions. However, if there were a keylogger on my machine, they could track/view the answers to the security questions, couldn't they?

Always use the public option. The couple of extra seconds spent logging in is worth it compared to the information getting lifted from your computer by some bot, key logger or whatever. Keeping any kind of sensitive data on your computer in open form is not a good idea.
