I was thinking what if ones PC was infected with a key logger? If the home PC was "indicated" as a public computer it would keep the PC from being authenticated and thus avoiding some of the security questions.

Always use the public option. The couple of extra seconds spent logging in is worth it compared to the information getting lifted from your computer by some bot, key logger or whatever. Keeping any kind of sensitive data on your computer in open form is not a good idea.
