1. You must really know how banking procedures,policies coz you will be penalized for small buggies.
2.Use database that can support transactions, Oracle, MySQL.
3.Use j2ee server that really have supports.
4.Secure your j2ee servers
5.Use most of the outstanding functions in J2EE
6. Use JSSE for that enable secure Internet communications

I am scared to continue using online transaction because I heard that they can steal your personal information from the internet. Is it safe anyway?

Your anti-virus has little to nothing to do with the security of your online banking. The first thing to do is make sure the site is using hypertext transfer protocol (http). It will be at the beginning of the web address in your browser. Secondly, and perhaps more importantly, make sure you see the icon of a padlock on the page. Depending on what your browser is as to where it will be located. IE is next to the browser and Firefox is near the bottom right. Your firewall plays a part in this as well. Make sure it is activated. Additionally, whether you use wireless internet or not or whether you have more than one computer or not you should have a router. A good router, configured properly can prevent unwanted intrusions. Good luck!!

Waterfall... you'd rather be safe on implementing each feature with the best security in place and missing out "totally" on some fanciful requirements that gets implemented half-way with security flaws. Waterfall is conservative and if you guard each gate religiously... you'll be safe.
