VC Group is interested in starting an offshore "Internet Bank" outside the USA -
We've located bank-friendly countries we can do business in - but locating SSL turnkey software (we've located some... but is not 100%), as well as "what" exactly needs to be done "legally" - well - that information is nowhere to be found?!
Any international finance gurus out there care to chime in?

My biz is located in Belize and I've been looking for expanding my biz online by adding EBay and PayPal to my website. I just found out that PayPal does not do transfers to banks in Belize which pretty much limits my possibilities. I'm looking for a PayPal partner or alternative that A) allows me to use it, and B) that works with my biz here locally as well. Or a suggestion for a total alternative all-together.

You might want to ask a US business to act as your affiliate, to take PayPal payments for you. A US PayPal business account, with an EIN, and preferably with the Paypal PayFlow Pro option, is the best. The Canada PayFlow Pro option can take credit card payments, not direct PayPal payments.
