Thinking of joining a partner in lauching a online bank. The bank is based in another country, to avoid strict banking laws in the u.s. we will be able conduct business in the u.s, but will not be able to advertise. My question is before I shovel out my dough I want to get more information. What forums can I visit to get more info on this topic? And where can I get information on starting this kind of venture? I just want to get as much information as possible. I am hoping to find a retired banker that can take me up under his wing and train me. I have been in the financial industry for over 7 years, but this venture is new for me.

VC Group is interested in starting an offshore "Internet Bank" outside the USA -

We've located bank-friendly countries we can do business in - but locating SSL turnkey software (we've located some... but is not 100%), as well as "what" exactly needs to be done "legally" - well - that information is nowhere to be found?!

Any international finance gurus out there care to chime in?
