My bank has a practice that will encourage phishing. Where can I report this?

My bank is Wachovia, when they wish to communicate (new online statement available or "secure" message available) they send a message with an embedded link to their login screen. This is EXACTLY what a phishing email would do and it is impossible to tell whether it is the real site or the fake. I have emailed them about it but they continue to send these.

Does anyone know if banks are required to adhere to some kind of standard online security practices and who would be interested in hearing about his lapse?
