I'd like to do some online banking but I'm not sure if it is safe without any internet security software.

If you use firefox instead of internet explorer you are probably fine; however, I would definitely recommend looking into some kind of internet security

I have 5 computers in the household. I want to know if there is a way to have all of them running reputable anti-virus software without spending hundreds of dollars thanks to the Internet Security mafia.
Look into your ISP, a lot of them - like Comcast - provide free McAffee or something of that sort. I know most all 56k lines do, and it's very rare to see something without anything at all.
In case you do though,
Get AdAware from Lavasoft and google up at least one other spyware removal tool - you may want to download and learn about Hijack This! so that you can post logs on websites and get people to help you out incase a hijack happens.
Finally, you can download virus removal tools such as Avast Home Edition for free, or Sentinel 2.1 - they can take care of your viruses.
Jetico Personal Firewall or Filseclab Personal Firewall are some of the top free firewalls at CNET downloads, and they can take care of that download stuff.
A google search for "internet security" and or "secure my computer" will bring up some articles. Places such as About.com, CNET.com, PCWorld.com, will usually have really graet and easy to follow articles on how to remove services or do special tiny tweaks that further protect your computer from hacking.

In this scenario the customer's username n password were stolen via a keylogger following which the perpetrator steals the customer's money. (How does this make a difference?) Can the bank insist that the customer's security be better than its own? (I'm on the customer's side)

No, in fact they assume you have no protection at all. The connection between banks and your PC is always secure, it comes with your operating system and browser - and if you somehow managed to damage your software so much it can't perform a secure handshake - you'll get an error message, simple as that.
However the real danger comes from software already installed on your machine (such as spyware and keyloggers) which steal the information before it's even encrypted and transmitted. Banks are finally coming round to this notion, and some (notably Barclays) offer extra pin protection to ensure the card is present when accessing accounts from home.

The problem with unsecured wifi is that anyone can intercept the signal once it leaves your computer. Even with a "secured" wifi connection, if other students or employees have access to it (as opposed to your home network) you still run a very small chance of someone able to tap into your signal.
Your computer itself is protected from intrusions and such with the Norton software, it's the wireless signal you have to worry about. The chances are low, especially in an area where few people are using the network you're on. It's up to you if you want to run that low risk or not. Personally, I only bank from my home network.
