Well that's good. I cannot imagine what a non-internet based website would be.
Anyway, for the specific type of website you are talking about, the majority of the work would have little to do with the website. I would think the majority of the work would be related to the system that actually manages the matchmaking. The website is merely an interface for people to get their data into the main system, and get back data from the main system. This is of course unless you plan to do all the matchmaking by hand. Even then, you have to have a backend system to store all this data and to allow you to manipulate it.
Because you will need a backend database, you will probably want a lot of control over how the data is stored and retrieved so you would probably want to find a programmer to assist you. They can answer all of your questions.
