I am a US citizen currently living in Dubai and need to get a credit card. I may be moving in the next 6-7 months so I do not want to get one based in Dubai that I need to pay off before I leave, but one that I can use and pay back wherever I end up in the world next. Are there any international credit cards that have low interest rates for traveling that I could get for such a use?

In order to buy something online you either have to have a credit card or a debit card; there's no other way you can have online transactions. Just look into paypal and see if thats a viable solution because its probably the easiest.

you can even get a check book and pay with checks in Greece in whatever funds you wish.
and all this you can do even if you never step your foot outside of greece.
if you use the bellow resources etrade for example since its a US based company dont forget to read the appropriate tax treaty, its a very favourable treaty for greeks. I think there are capital gains exemptions, or exemptions from interest and dividents earnings etc.... ( read the treaty).T

Mcooper from Canada had to wait 45 minutes at a toll booth in France because an attendant had to manually swipe the card. “The chip and pin card holders zipped through the automated kiosks,” mcooper wrote. “In restaurants, the younger servers did not know how to swipe our card. It was new to them.”
