Will I have to pay my credit card bill with euro or the converted currency amount in US dollars?
You pay your bill same as you always do .
The Euro will be converted to USD ( which , since the dollar is worth less than a euro , will be more dollars)

I want to pay for my classes online but since I have euros on my credit card I am waiting for the exchange rate eur/usd to be minimum 1.43 and max 1.47 so that I can make the best of my money.
So my question is:
if I pay my school online with a credit card, will it take into account the actual exchange rate at this PRECISE moment or is there gonna be a delay??

The card company has the right to set any rules they want about exchange rates. It is smart for them to do the exchange at a rate that is profitable for them. They are not in the business of being a Currency Exchange.
So you will not get a great rate by paying in USA with a Euro card. Try to work out a different payment with the school. Most will accept a check as long as you send it 30 days in advance so it can clear..

You need to get the right credit card that will work overseas. I assume this is for traveling overseas. You can contact your bank and they should know what works overseas. My mom got a credit card for her trip to Spain and it was only for the trip. She paid it off and closed the account when she returned home. I believe Visa is what she used but you want to be certain.

My son lives and works in Rome but cannot open a bank account without a work visa (which he's getting this summer). He is paid in cash (Euros). How can he pay off his Bank of America credit card bill using Euros??
He can go to a western union office and have the money sent directly to the credit card company or to you, so you can send them a check.

Given the current fall of the dollar against the euro, is it financially wise to purchase euros right now rather than wait? Are credit cards accepted easily outside Dublin? Should I take a credit card instead and get cash? THANKS!
Sure you can speculate on the exchange rate and buy some Euros now. I would, as it does look like the dollar will keep falling. So if it falls 10% buy June and you buy today then you "make" 10%. But the dollar could go up, who knows.
Maybe you could ask the hotel to go ahead and charge part of the room cost as you want to pre-pay.
Take two Visa credit cards and some travelers checks.
Call each bank that issues the Visa and get detailed information on fees and how they process the exchange rate.
Also you will want to notify them of your trip so they don't block your card after you use the first time.
