I sent an oil sample of to Blackstone laboratories to have them analyze the sample which they did and they gave me the results. Well now like over 2 weeks later I get this email saying that my credit card I used to pay for it was declined and I need to call them and give a new number. Does this sound fishy? Why would they have gone ahead and done the analysis if my CC was declined?

I think I am getting ripped off by my current gold card with Airpoints provider. They charge to carry the card to the tune of about $150/year. I just went over my limit for the month and they charged me $20...WTF! Has anyone done analysis on the best plan for loyalty points (while favouring travel rewards)? And it needs to be available in Canada.

For a little background:
I have bad credit. I am planning on going to a bad credit car dealership and financing a car at the end of February, because I need one (not getting one is not an option). My credit score is 570-580 (depending on who you ask), and no open accounts. There are 4 negative closed accounts (every one is 5+ years old), which total up to about $400 dollars (I have sent out pay-to-delete letters and hope to hear back soon.) I have $2,000 budgeted for a down payment on the vehicle. I also have money budgeted to pay off those accounts on my credit report. I have an extra $1,000 to either
a) Give a bigger down payment (so a total of $3,000 down)
OR
b) Get a secured credit card with a $1,000 limit.
So, I did a credit analysis using IdentityGuard.com, and it said that if I got a credit card with a 1000 limit, my credit score would go up from 580 to 601 in one month. I am aware that in that time it wont show any payments, so my question is will it help me or hurt me to get a secured credit card when I go to apply for a car in a month? Is it better to just leave it as it is and not apply for anything and just have a bigger down payment? Or is it better to show that I have an open account, even if it's NEW and wont show any history at the time, with a slightly smaller down payment?
I will get a secured credit card eventually to improve my credit, but as for RIGHT NOW, I just want to know what will help my situation in getting a vehicle.

Paying off those derogatory accounts will not help your score unless you get them deleted. If these are single entry items like medical or utility bills, you should be able to get an pay for delete agreement -- even if you only offer 20% of the balance. If these are regularly reported items like credit card accounts, the pay for delete won't work. The collection agency can only remove what they report. The original creditor's charge off will remain.
Getting a secured credit card won't immediately increase your score. You will have to use it for at least 6 months before it will have any impact on your score. Consider getting a $500 limit secured card. Use it and pay it in full every month. In a year you should be able to convert the account to a regular credit card or get another account.
Use the extra money toward the downpayment on that car. Your interest rate is going to be high. The less you finance, the better.

I'm trying to think of any reasons not to cancel my Chase card. Will I have a better chance of having a great rate on a car, student, or home loan if I have a Chase credit card? I want to know if there is a direct correlation, not some indirect connection like my credit score being higher because of more available credit. I did some analysis on different outcomes (longer credit history length vs. decrease in available credit, etc) of canceling different cards, and everything seems like it's a go for canceling the Chase card, and I just didn't know about this one detail.

Auto finance is what I do for a living and Chase is one of my lenders.
They are just like all other banks, if someone has a credit card with them and has a good long payment history then yes it doe's play into the application process.
I have seen one of my lenders buy people that don't come anywhere near meeting their guidelines simply because the customer had a couple of credit cards with them and had paid well.
