The only virtual credit cards I've seen cost around $100 for a $25 card. I want a $25 card that costs $35 or less.
And I can't use the PayPal Mastercard plugin because I don't have a bank account to verify my PayPal account.

You can use a debit card or if you have a bank account you can add in your router and account numbers on it if you feel comfortable with that.

The virtual credit card can be used anywhere your actual credit card can be used. When the transaction is run your real credit card account is accessed but the merchant does not get your real credit card details. He only has the virtual number.
The advantage of using the virtual card is that the number generated is good for that one transaction. If anyone "steals" the virtual number it is useless to them because it can never be used again.
