The only virtual credit cards I've seen cost around $100 for a $25 card. I want a $25 card that costs $35 or less.
And I can't use the PayPal Mastercard plugin because I don't have a bank account to verify my PayPal account.
You can go to virtualcreditcard.org and talk to Alicia. Bought cards from her couple of times and am happy with the service. Rates are very reasonable. $25 card should cost you $32 (according to the site)

There are a few different things to consider when answering your question. I actually did a quick search and found a site that answers your question pretty well at http://www.mortgagerichland.com

Is buying a virtual credit card with a money order from http://111card.com/index.html a scam? Has anyone brought a virtual credit card with a money order, if so where?
I WOULD NOT DO IT. I WOULD APPLY FOR A LEGITIMATE ONE AT THE BANK OR WAIT FOR CARD OFFERS TO STAR COMING IN.
my bank allow me to create this ( visa ) card but i don't have any idea about the which web sites allow the Virtual card ? is that possible to buy worldwide website?
The virtual credit card can be used anywhere your actual credit card can be used. When the transaction is run your real credit card account is accessed but the merchant does not get your real credit card details. He only has the virtual number.
The advantage of using the virtual card is that the number generated is good for that one transaction. If anyone "steals" the virtual number it is useless to them because it can never be used again.

Meets those criteria – after all, kids need to browse the Web, and a lot of parents want them to do so in a kid-friendly environment. Kidzui is a very large "online playground," with more than 2 million kid-appropriate sites to browse. I wrote about this and some other great parent-approved services last fall, but now Kidzui has added another kid-friendly utility – one of those social-media tools like Twitter, Facebook, or good o' email that users of all ages didn't know they needed till they tried it or till all the VIPs in their lives used it. For kids, the utility is a site for viewing and sharing videos, a very social experience. Kidzui's is called may get the nod from tweens partly because...
