It's very true. Everytime you apply for a loan or credit it creates what's called a "hard pull" on your credit file. It doesn't necessarily impact your actual FICO score, but it can be viewed by a lender.
For instance, if I see recent inquiries, but no open account to match the inquiry, then I can deduce that you were declined. If another lender declines you, then I would have to think twice to approve you.

My mom tried this...The problem was that when you file bankruptcy an announcement is sent out to most all credit companies. Even the ones that my mom didn't file with...upon finding out she had filed bakruptcy, they canceled her cards anyways...and she still owed the previous amount.
Last summer (2005) I got in a car accident, not my fault, and I didnt have credit at the time. Your problem is you have no history to begin with.
You have to build a history. Get a secured card. You put money up front and can only borrow as much as you put up. Go to www.bankrate.com and look up different types. Also get some retail and gas cards. The rates suck! See if you can take out any type of a loan at all from a bank and pay it all back. But absolutely positively look into getting a secured card. Great way to start off your credit history.
You need at least 4 lines of credit open. You need to responsibly pay your bills for a minimum of 6 months, but usually a year. Just because you get a few lines of credit does not mean you are suddenly golden. As I said above develop your history first.
When you have responsibly paid your bills on time for a year to six months you can start to try for better interest rates. When you qualify for them, just cancel the old ones.
Don't have a card you never use. That pulls down your score. Use it or make sure to cancel it. Cutting it up and not canceling ruins your score.
Never borrow more than a third of your limit. Never max out your cards.
Always be on time with your payments.
RM50 service tax for card holders
A SERVICE tax of RM50 will be imposed on each principal credit card every year beginning Jan 1.
For every supplementary card, a RM25 service tax will be charged yearly.
The move to impose this tax is to promote prudent spending as the use of credit cards is extensive. The number of cards increased from two million in 1997 to 11 million as of August this year. They exclude the 285,000 charge cards already issued.
Muslim Consumer Association of Malaysia secretary-general Datuk Dr Ma’amor Osman said it would encourage consumers to limit the number of credit cards they hold.
“Instead of having five or six credit cards, it will encourage consumers to reduce their cards to only one or two because it will be costly to pay service tax, interest, finance charges and so on,” he said.
