I am making a website for someone who wants to accept payments online. The group already has a merchant account, so they can perform the credit card transactions by hand. They just need a secure service that will store the credit card information for later access. We don't have a secure server, and would like to find a 3rd party service that can do this for cheap (or even free!). The group is a non-profit, if that makes a difference.

You can buy gift cards on eBay and often for a discount. Often people who receive gift cards would like to sell it for cash. You can pay on eBay with PayPal. Be sure to transact with a reputable seller so you have a good chance at receiving a valid card.

Customers can use their credit card or bank account (where available) with paypal even if they don't have an account with them. Paypal is a safe and secure way for your customers to make purchases online. I use paypal on ebay and for all other online shopping. I also use it for my online websites.
Another great one to try is 2checkout, I have used them as a customer but have not yet added them to my websites.

There are many things to consider in making that decision.
Do you have a shopping cart?
How fast do you want the funds into your acount?
Would you process the card over the internet or by phone?
You can get a complete package for the shopping cart and credit card processing. However, you need to consider a few things.
First. If you want the credit card sales to be automatically put into your bank account within 48hrs, PayPal is a bad option. It can take a few days for the transaction to hit your account and you must manually transfer the funds. A traditional merchant account will get the funds there quicker.
Second. PRICE. Make sure you are on the right pricing program. Will you be selling to businesses or individuals? You need to make sure and clarify the difference with the processor you choose.
Third. If you are taking your orders via the phone with just a informative website, all you need is a Virtual Terminal. Do not get a machine!

The Answer: There have been efforts over the years but I have a better suggestion for you: Switch to online bill payment.
Ideally, it's best to pay bills online through your own bank. That way you have documentation from a third party that you scheduled a payment. It's easier, and you don't have to worry about mailing a check five days or more ahead of time and hoping it gets processed.
If, for whatever reason, you don't want to do that, then pay your credit card bills online directly through the companies' Web sites. You don't have the third-party validation, but it works well in virtually all circumstances.
I've been paying nearly all of my bills online through my bank's Web site for about seven years. I'll admit I was a slow convert up to that point. After I started, I couldn't imagine why I hadn't done it sooner. It takes maybe one-fifth the time, it's free (remember, stamps are 44 cents each, and that adds up) and it lifts the worry about whether someone will get your payment on time.
