Is there a government program or a good nonprofit that can assist with credit card settlements, consolidated loans, or other debt relief? I have a judgement against me from Capital One for $4200 and it is now at $5,100 because of the 27% interest rate!!! Can I get a loan at a lower rate and have some company settle with them for the $4200? Any suggestions? I am desperate!

You should try Consumer Credit Counseling Services. They are national organization that has been around since 1958. They are the largest nonprofit, full-service credit counseling agency in the United States.
They have a debt management plan through Money Management International. http://www.moneymanagement.org/.
To get set up, you will have an in person interview where you talk about your situation.
They are respected (even Suze Orman likes them) and offer debt solutions at fairly reasonable rates and are not attached to any bank or credit card companies.
Do Debt Relief Companies Offer Real Help?
Consumers who find themselves in a financial bind often turn to debt relief companies to aid them in the recovery process. With professional assistance, cash strapped consumers may find that debt settlement services can provide the help that they need by extinguishing their debt, lowering their credit card interest rates, or coming up with some other plan to help them manage their finances better.
Debt Settlement
Unfortunately, what consumers sometimes discover is that the debt settlement services don’t always explain what they do for the consumer nor do some understand that they can handle the bulk of these tasks themselves.
