We all live in California. Dad is in his 70's and seeing a woman in her mid-60's. He really likes her, their relationship is really good. He wants her to move in. We (the kids) fear that he may unintentionally become responsible for her debt. Can that happen? Does he need to be careful? Again, she has no assets (no savings, no house), just credit card debt and IRS debt. She seems honest and sincere and is not going after his money. If she moves in, does that make her a 'partner'? I heard California has some sort of Common Law?
He is not responsible for any debt that is in her name alone, without him taking some positive action to assume those debts. So as long as he does not act on it he will not inherit any of that debt.
In order for any common law arrangement to kick in, not only do they have to live together and comingle funds, they also have to present themselves to the public as husband and wife for a long period of time.

You would probably have to file a Chapter 13 and pay at least part of your debts, most likely the taxes but not the penalties.

Answer: I am not sure what you are asking. Is a credit collection agency saying this or is it a company that wants to hire you?
The short answer is yes, a company can hire you on a 1099 (versus a W-2) and they pay no taxes. I have been a contractor for 15 years and if a company (either directly or via a 3rd party like Kelly) hires you for a short term contract position (1099) which could go up to a year, they do not have to pay taxes. The burden then falls on you to pay the full social security, as well as any state and local taxes.
But, the government is watching for this type of abuse and to see if a company is simply trying to avoid paying taxes. If you are there for more than a year, that company could be liable for back taxes and penalties. It is called co-employment and the government frowns on that.
